What is Engineering Ethics?

What does it mean to be a "good" engineer? Does that mean that one is creative? Good at problem-solving?
Gets things done on schedule? Keeps costs low? Or could an engineer do all of these, and still not be a
"good engineer"? Are there other "duties" of a good engineer?
Often ethical responsibilities of engineers conflict with technical responsibilities. For instance, pressures to
complete a project on schedule and under budget may conflict with obligations to reduce risk and protect public
safety [J. Smith, Calvin College]. Ethics forces an engineer to maintain this balance.
